Annual Report 2024: Behind the Scenes of Our Work Toward the IACC  

We’re pleased to share our first Annual Report, covering the period from June to December 2024—the early months of our organisation’s journey. Integrity Initiatives International Europe was officially launched in June 2024, inspired by the work and vision of our sister organisation, Integrity Initiatives International, and founded to strengthen efforts towards establishing an International Anti-Corruption Court (IACC) in Europe and beyond. Our annual report offers a look behind the scenes at how we’ve laid the groundwork, built partnerships, and contributed to the growing momentum behind the IACC initiative.

Why the IACC Treaty Matters

Establishing an international court is no small task. It requires a strong legal foundation—one that is both principled and practical. The IACC Treaty will form the backbone of this institution, setting out its jurisdiction, procedures, and the standards by which it will operate. Drafting it is essential to demonstrate the court’s feasibility and to guide meaningful engagement with governments and legal experts worldwide.

Collaborative Treaty Drafting in 2024  

Over the past year, we continued to work with over 80 legal experts who have been collaborating pro bono across eight thematic subcommittees. Their collective efforts led to the development of a first “zero draft” of the IACC Treaty—a major step forward.  

In August 2024, 25 of these experts from more than 15 countries met in person at The New Institute in Hamburg, which generously hosted this third treaty drafting session. For two weeks, they worked through complex legal issues, refined key sections of the draft, and identified areas requiring further research. Their contributions continued to shape the first complete draft of the Treaty.

Expanding Engagement Across Europe and Beyond  

This year, we also focused on expanding support for the IACC through dialogue, events, and new partnerships. In 2024, we:

  • Engaged with eight European governments to discuss how the IACC could strengthen international anti-corruption efforts.  
  • Presented the IACC concept at six public events across Europe, helping to raise awareness and broaden understanding.  
  • Co-organised the 10th anniversary edition of The Hague Talks, centred on corruption and the importance of accountability.  
  • Joined global platforms like the Global Democracy Coalition and World Bank partnerships focused on anti-corruption and justice, enabling new opportunities for learning and collaboration.  

Growing Capacity for the Work Ahead  

As a newly established organisation, we’ve focused on setting up strong foundations. We formed a new board of directors, chaired by former Foreign Minister of the Netherlands Ben Knapen. We also recruited our first staff members, including Managing Director Sophie Kloos. We continued building partnerships with civil society groups internationally. This growth helps ensure we’re better equipped to support the next phase of the IACC campaign.
